Step Back In Time – HSU update and a look at the Jackson support network

Posted: October 30, 2013 in HSU Saga

Last week saw some substantial developments in the HSU saga, in Sydney relating to Michael Williamson and in Melbourne relating to Craig Thomson.

Michael Williamson was back before the court to face the music for his multiple charges relating to defrauding the NSW Branch of the Health Services Union of close to $1 Million dollars.

A date for sentencing has been set for March 3rd 2014.

This means that fraud squad detectives will have some time on their hands to look into other aspects of the case that have not seen charges laid as yet.

People like Richard Hew will no doubt be sleeping with one eye and ear open between now and then. Maybe he should hand in his key to the HSU office and take off somewhere,. Perhaps he could head off to the Fijian island resort owned by his fellow supplier Alf Downing who according to police delivered hundreds of thousands of dollars in kickbacks in paper bags to Cheryl McMillan, Michael Williamson’s mistress. McMillan you may remember was the NSW HSU Procurement Manager and she certainly did an exceptional job at procuring paper bags.

Craig Thomsons matter was also before the court again on the 23rd October, although there was not a lot in the mainstream media about it.

You may recall that Fair Work Commission have requested to settle the civil case against Thomson via a court appointed mediator rather than have it heard in open court, certainly a sign that things are travelling better for Thomson than FWC.

The criminal case against Thomson despite vast sums of taxpayer dollars being spent desperately searching for any evidence, still relies on the same evidence as the civil case. This matter also took a turn for the better on the 23rd with the Magistrate telling the prosecution to go away and review their entire approach to the case. This is surely not a good sign for the prosecution, with the Magistrate even bringing the subject of costs into the equation.

It is becoming even more clear that the prosecution tactic is to drag matters out and hope that Thomson goes bankrupt and can no longer afford to fight. This is not justice in any way shape or form, and the public deserve much better.

Thankfully Magistrate Rozencwajg is having none of it and is keen to see things move along quickly and bring this matter to a rest.

While these two cases have been seeing progress the investigations are continuing into the allegations against Kathy Jackson that relate to the alleged defrauding of hundreds of thousands of dollars of union members funds.

With that in mind I thought it was an appropriate time to take some advice from Kylie Minogue and step back in time to look at those who helped Kathy Jackson along the way, provided her with scapegoats, and gave the green light to her sucking funds out of the union like a five-year old sucking the last drops out of a thick shake with a straw.

Kathy Jackson became Branch Secretary in 1996 and has long been supported by a faithful team of Health Professionals who make up the Branch Committee Of Management (BCOM). Prominent amongst this group are Kate Wilkinson, Jenny Dunlop, Reuben Dixon and Kathryn Whitfield although there have been plenty of others along the way.

The BCOM is there to look after the interests of the union members and to provide direction to the Secretary. Given this the BCOM should be well and truly on top of union finances and union rules and governance matters as that is what they are there to advise the Secretary on.

However in Jackson’s #3 Branch this does not appear to be the case.

In 2009 Jackson  received over $500,000 in salary payments according to the auditors report, on top of this her buddies on the BCOM thought it was appropriate for her child care to be paid for by the union members. Part of that cool half a million was an honorarium payment of $21,000 per year. The minutes of a meeting below show the BCOM actually endorsing a lump sum payment to Jackson of $63,000 as an honorarium payment.

Number 3 Branch Minutes 23 March 2010

I thought that honorarium payments were for acts that were honourable like charity work etc, not for fleecing union members of their hard-earned funds.

This honorarium payment is based on motions from an earlier meeting that the BCOM appear to have a clear $63K memory of yet nobody can seem to find the minutes for.

You may have also noticed in the minutes that the BCOM, also deemed that Branch No.3 with around 4000 members should be paying the bills for branch No.1 with its more than 12,000 members. This is because NAB, refused to loan Branch 1 money because they were deemed too much of a risk. This is the branch previously run by Jeff Jackson and at the time being run by Marco Bolano.

According to the union rules the branches should be run as financially autonomous bodies, although rules seem to have little consequence for Jackson and her BCOM buddies.

I hope the current Branch 1 BCOM are now doing what they can to repay the Branch 3 members.

Last week I posted an open letter to the State Secretary Of The Victorian Labor Party, after one of Kathy Jacksons other buddies, Vic MP Kaye Darveniza decided to write an opinion piece for The Australian talking about the HSU, Michael Williamson, Stephen Conroy, and how the union movement needed an enquiry.

She neglected to mention her husband Rob Elliott and his ongoing legal battles with the union over his ridiculous contract a Federal Court Administrator said should not be paid.

It has been alleged that to receive Michael Williamson’s signature on that contract, Jackson and her BCOM buddies refused to sign off on the Unions merger to form HSU East until Williamson agreed to sign off on their friend, and Darveniza’s husband Rob Elliot’s contract.

So let’s have a look at some members of this BCOM and some of the others involved a little more closely.

The BCOM were paid at least $41,400 in cash payments alone over one nine month period, some details can be found below and also on the HSU resource page. They were taken to expensive restaurants such as Fenix with bills for as much as $14,000, they were given expensive gifts, and one can only imagine what else.

Assorted BCOM Payments

However when all is said and done, they were given dregs while Jackson was bathing in the champagne.

So without further ado here are some of the key players and a little about them

Kate Wilkinson until a couple of months ago was a radiation therapist, now she has set herself up as a consultant, no doubt hoping for some work at exorbitant rates should Kathy Jackson take control of and of the HSU Branches again.

Wilkinson was senior Vice President of Jacksons branch and her signature can also be found on many of the cheque requisitions for payments to Neranto #10 Pty Ltd , Jacksons company that she billed the union for while also picking up a union paycheck and also cheques made out to cash.

Jenny Dunlop is a Deputy Chief Medical Imaging Technologist. She has applied for a Chief several times and has failed at each attempt.

Dunlop has been a BCOM member since 1992, so one would assume she knew the workings reasonably well. In 2010 after 18 years experience she sent a job application to Michael Williamson that stated;

“I am extremely impressed with the plan for the future of HSU East and professional conduct of the union, its aim for honesty and transparency and would be proud to be part of the new face of the HSU.”

Michael Williamsons new face of the HSU as we know is seeing him awaiting sentencing and facing 30 years in jail for defrauding members of almost $1 Million, with more charges expected to be laid. If that’s the honesty and transparency that Dunlop would be proud of, little wonder she is closely allied with Jackson.

Another signature that can be found on many of the questionable cheques, requisitions and remittances is that of Kathryn Whitfield.

Kathryn Whitfield was Branch President during Jacksons reign as Branch Secretary and therefore must take a large amount of responsibility for what occurred under her watch.

Whitfield is currently employed at Vic Health as a manager in the cancer services department.

Whitfield who went on a Paris trip with Jackson is seemingly the faceless woman of the HSU as she is elusive and camera shy it would seem.

Rueben Dixon is a Medical Imaging Technologist and was trustee the #3 Branch.

Dixon has stood by Jackson despite her attempting to have him removed from his position, allegedly because she found him too boring.

As a trustee Kathy Jacksons alleged rorting of members falls on his shoulders as he was trusted by the members to safeguard them from exactly the behaviour that Kathy Jackson appears to have excelled at.

Dixon quit the union as soon as Jackson lost control of the union at the last election and the union was at last given a chance to rebuild. The Jackson gravy train had left Branch 3 and Dixon was desperate no to be left behind.

We then come to a woman by the name of Jane Holt.

Jane Holt was the financial controller of the #3 Branch after originally coming on as a consultant under the name Holt Bookkeeping, and was in charge of the finances that Kathy Jackson seemed to consider her private piggy bank. In fact as someone in charge of finances Holt seemed to have about as much control as a learner driver trying to steer a jack-knifed semi trailer down a steep mountain road covered in ice at 120km/hour.

Jane is someone who I believe should be closely looked at as all of Jacksons wild spending occurred while she was supposed to hold the purse strings.

Jane Holt - On the plonk?

Jane Holt – On the plonk?

So how could she be so inept?

Well maybe it was because she was the mysterious JR Discretionary account showing up on statements that many payments were made to.

Could it be something to do with the union buying an apparently awfully large amount of wine from Holts winery, Berry’s Bridge Winery from union funds?

Whatever it was she didn’t question child care payments, personal credit cards being direct debited from the union cheque account, $63K honorarium payments to an already overpaid secretary who according to the auditor had more than 6 months off, paying $5,000 more for a Volvo than invoiced by the dealer, paying $22,000 to an ex-employee living overseas who claims to have never received the money with bank traces proving it went somewhere else, ski holidays on the members dime for more than $20,000 and the list goes on and on…

Whatever happened she clearly left in a hurry, as she seems to have been paying some bills when she went. That would be the only way to explain all of the signed blank cheques that she left behind in the office.

Blank cheques bearing Holts signature

These are the people that Kathy Jackson relies on for her standard defence of “the BCOM approved it”. These are the people that members should be just as angry at as they are at Kathy Jackson or Michael Williamson for their extravagant lifestyle, wild spending, dodgy consultants, and highly questionable payments to all manner of people.

In fact the only difference that I can see between the crimes that Michael Williamson has pleaded guilty to and the allegations made and evidence shown against Kathy Jackson is that Jackson had the BCOM acting as apparent accessories to her actions. Jackson is quick to point out those who idly stood by and let Williamson defraud the union in NSW. In Victoria she would appear to have enlisted help.

I can now reveal what I am told is a leaked recording  that was made in secret of the opening statements of one of these BCOM meetings. This recording may provide readers with an insight as to how the BCOM was operating at the time. The recording is linked below.

BCOM Meeting

Union members need to be able to trust that their Branch Committee Of Management are there to look after the needs of members and I have yet to see any evidence at all of this being the case.

These people are there to take one for the team, unfortunately it would seem more like they are taking thousands from the team instead.

They may call it serving the members.

I’d call it something more along the lines of aiding and abetting.

Whoa Wixxy!!!!!!!!! I’m a banjo player…….if that’s what the link was!

  2. Hilde Rombout says:

Thanks Wixxy, for your continuing exposure of this intriguing saga. I have followed the story from the beginning and i do admire your investigative skills. I am very pleased that Magistrate Rozencwajg is keen to get Craig Thomson’s case to come to an end as soon as possible. And i would be very happy when Kathy Jackson and her gang finally get what they deserve. Keep up the good work Wixxy and thanks again.

  3. owen1967 says:

    brilliant work Peter … sensational.

Craig Thomson would probably agree with Billy Bragg who opined … “this isn’t a court of justice son, this is a court of law”.

let us hope the court of law gets around to a little justice (or even law will do) when dealing with the HSU ‘Ghosts of Christmas Past’ (with their playing santa to each other).

  4. DP says:

In all honesty the ‘good ones’ (if there are any they will come forward) should soon speak up and shine a light on those that have been making their job difficult. Or , how very sad and concerning it would be if all these people named where all after a slice of the pie. Its never to late for (some of ) them to come clean and get their dirty laundry aired

After all is this a conscious legacy they would want to leave on their family name and kids/grandkids to one day question ? Because that does happen in families , made so much easier with internet information & searches..

  5. gordonwa says:

While so-called journalists in MSM/ABC write partisan political fluff pieces Peter Wicks shows how investigative journalism is done! Congrats Wixxy and keep up the tremendous work!

    • David says:

Exactly Gordon. The 4th Estate should be ashamed of themselves. Peter has shown them up to be the pathetic lazy imitations of journalists known to the profession.
When all this is done and dusted, we who have followed the Thommo HWU invesigation, so wonderfully exposed by Wixxy, must show our appreciation when the time comes. I trust the HSU is reading every word he has written.

It has been my fervent hope from the beginning Craig will be shown innocent of these ridiculous charges and he he sees justice and compensation. The light in the tunnel is shining more brightly as the weeks go by.

      Thanks PW.

  6. my say says:

great work wixxy, it beggers belief that their are so many players involved in this scam,i hope craig has some good news coming his way soon, then sues all involved in this grubby saga,

off topic ,but does anyone know what is happening with Independent australia it seems to have closed down .

  7. Ken Atkinson says:

Peter, your tireless investigative work in this saga is just brilliant! I have also followed this story via your blog and marvel at the level of corruption you have laid bare at the feet of those responsible. My main concern at this point is for your own wellbeing, as I shudder to think what these people may be capable of. You are certainly a very big thorn in their side and their wounds must surely be festering. Stay safe!!

  8. gordonwa says:

My Say, Independent Australia moving to a new platform and format. Having teething troubles, but don’t despair, they will be back up soon.

  9. Tony Gurnett says:

    Hang the “c**ts” gender specific!

  10. George says:

I hope the current Victorian number one branch officials and branch committee of management
get to read this post then they may understand why FWA commenced an investigation into the
branch on the 17-9-2013 that is ongoing.

  11. my say says:

thanks for the info gordonwa,i hope it is soon,

  12. sue says:

Oh I can only hope that Kathy Jackson gets charged & her case be run during the Abbott 3 yrs. It may only be a dream but I’d love for it to become the Abbott / Abetz/ Brandis nightmare

  13. Marcus says:

And is there any follow-up of Williamson’s Financial Manager, Barry Gibson ?

  14. anon says:

Wont be long before they will all turn on each other as one doesn’t know what the other is thinking.

People that can rip off the system usually use others to soften their blow Remembering its shown in what’s happening that Money is more important to most of them than principals .

Bet they are all walking around looking over their shoulders being nice to each other in front of each others face.

  15. Eleanor Mouser says:

I think the New H.W.U should be looked at why Diana Asmar has hired all ex Mayors for union delegates what do they know about Unions??Kathy and Jeff Jackson need to pay the Union back what they owe so lets get this started conserned member

  16. imaybekayed says:

It seems Jenny Dunlop certainly did owe Kathy big time. Rumour has it that unwittingly Kathy may have been sharing her husband with Jenny, the two babes were so alike that even Kathy mistook a photo of Jenny’s little one for her own………a love triangle perhaps?

  17. George says:

Members should be concerned about who is employed by Hsu/Hwu my last update has Sel Sanli
previous Mayor of Maribyrnong council, Cameron Granger ex deputy Mayor city Geelong, Dean Sherriff. Banyule Council, Nick Katsis ex councillor at Darebin, Luke Walladge former staffer to Daniel Andrews I think he has been Sacked. Hala Salem Personal assistant to Diana at Darebin council now working at union along with her Sister Hiba. Kimberley Kitching wife of David Landeryou Chief advisor to Diana Asmar on very good wages not far behind the paid officials.

  18. silkworm says:

If Kate McClymont had any decency, she would hand her Walkley award over to Wixxy!

  19. Eleanor Mouser says:

Good to get the names of the employees at H.W.U Is it true that the H.W.U. is under investigation by Fair Work Australia?? If so why has the Membership not been notified of this as we keep getting told
    it is our Union???

  20. Whistle blower says:

Jeff Jackson has been a very busy boy and not just with Jenny Dunlop

  21. Whistle blower says:

Jeff Jackson has been a busy boy father of how many?? another love triangle

  22. George says:

I forgot to add David Saunderson Geelong councillor found guilty of conflict of interest.
Hsu/Hwu members should google these names interesting group of people employed
    to represent union members.

In response to Eleanor’s question FWA commenced investigation on 17-9-13 and it is ongoing.
You will have to ask your Secretary why members have not been notified or alternatively 250 members or 5% of membership may request the general manager of FWA. to investigate the
finances and financial administration of the branch this maybe the only way to get answers.

Members need to realise they have the utmost power in this union so use it in a positive way to
ensure your Union Officials and branch committee of management are not following in the Michael Williamson style of unionism rewarding those who toe the line and punishing those who dare
    to question.

  23. Whistle blower says:

Thank you George for the last name of the saga Hopefully fair work Australia get an out come soon
as we might have no Union and that would be a shame as we have worked very hard for this outcome and the only winners are the management of the hospitals

  24. imaybekayed says:

Can anybody shed light on why Lawler has not yet married Kathy Jackson, a little too blemished for the family?

  25. lance says:

I notice Michael Williamson is to be sentenced in March for ripping off $1 million to fund his life style

What with —your insight into criminal fraud and your highly tuned investigative skills —
could you now start putting together an audit summery of Tony Abbott’s—

fraudulent creative accountancy ( to unload vast amounts of public monies)—in ripping off Australian tax dollars in the guise of travel expenses to pay for he’s and his family—
    life style.
    thank you— Lance

  26. Whistle blower says:

Kathy and Lawler have finished ages ago

  27. Jerry says:

Can anyone confirm a Jackson / Lawler break-up?

  28. Whistle blower says:

I am only hearing from the rummor mill

  29. […] other thing I will enjoy watching is all of those trustee’s and BCOM members of Kathy Jackson’s branch on the witness stand trying to explain why they signed off on Jacksons immense spending, such as […]
